Techniques for arm speed in pulling out of chokes? Muscles that should be focused on for speed training?

Are you talking about the plucking motion? You’re not only using your arm muscles (biceps, triceps, etc.) but also your whole body, especially when you add the groin kick while simultaneously plucking. It’s an explosive motion. It’s not so much about strength but about leverage and the explosiveness as to why it works on people bigger than yourself.
You can probably lift some weights and do some core conditioning exercises to increase your strength, but also drill the technique over and over again. This will help your speed and also help you do the technique right (plucking at the thumbs not the wrist).

I thinks the best way to increase speed is to push yourself to run faster and with running faster muscle power also increase .,

Practice and more Practice for muscle memory and work on your Triceps is not a bad combination.
